Is it possible to set multiple working hours in one day? Like only perform actions on 1AM-3AM, 5AM-9AM and 6PM-10PM on Monday.

you should be able to right click the account and set multi working hour / day patterns.

Note, these effect the starting of actions and will not (typically) end actions already started
