Can Twitterdub find out other people's twitter NEW follow which accounts ?

For example:ELON MUSK has followed Alice on Twitter, can I know that ELON MUSK has followed Alice through the software?

profile scrape
input: target profile
Steps:
FOLLOWINGS

results should be in most recent order
Check to get new results only
Repeat search every (n) hours
