Random action before follow

such a question ... if I check the box Random avtion before follow, and if the feed of a particular user is empty, then the program skips it, does not followed.you can change it somehow, so that he would subscribe to it, regardless of the empty feed?

so if you try and follow a profile with 0 tweets AND set a RANDOM ACTION BEFORE, the follow fails to take place?
But WITHOUT random action, it works?
