Yes, there is a DATE SCHEDULE control on every tab that lets you build an action and have it run at a specific time.

If you want to post a tweet every hour, then you can (for example).
Load in 10 tweets
set the action to post 1 tweet (max num)
Then set REPEAT EVERY HOUR: = 1

The action will post tweet_1 then reschedule for 1 hour after completion
then post tweet_2, then reschedule for the next hour
etc etc
