Sending messages does not work and cookies are not generated

Good day to all. Please help me set up the Soundcloud Manager program. Sending messages does not work and it is not possible to generate cookies. I have on my PC Windows 8.1 version of the Google Chrome browser 109.0.5414.129 (Official build), (64 bit)

Support for Windows 8 ended on January 12, 2016, and support for Windows 8.1 has ended on January 10, 2023.
That's from microsoft, so we no longer support the OS either
But assuming you just need to generate cookies
