Bulk imported accounts, some are not banned but failed to subscribe to target account

I imported 17 accounts without proxies because this was intended as a test.
I had them subscribe to 1 account
6 successfully did
I thought the rest were banned, but I successfully manually logged into them
I tried reading the raw logs, some said they were suspended, some didn't, and I couldn't locate a pattern.
Please advise on next steps to solve this,
