hi there,
does twitterdub allow me to upload a csv or excel of tweets and it tweet them out periodically?

Yes you can upload your tweets from file, the format is listed in the app (should be a text file, in csv format, so if preparing in excel EXPORT / SAVE AS CSV TEXT with comma separation
