I don't understand.
Create your action
Set the repeat
Should be it.
Are you saying that EVERY time you run the action it reports you have already liked the tracks? Even though you haven't run any action for the last hour?
But logs and details of exactly what you are doing would be useful
Please, read through this post and submit your issue accordingly. It just helps me understand your issue without having to investigate just to figure out what the issue thus giving more time to solve the issue and carry on improving the programs.

Re: when liking tracks (tag ) from last hour
Your logs show you performed a last_hour scrape: found 9 actioned on them successfully
then perform a scrape with NO date_uploaded value set.
Please perform the following:
delete existing logs
HELP > LOGS > VIEW
delete all files in the folder that opens
Perform the action:
scrape for last_hour and like
then an hour later, go back to the like tab, ensure it is a last_hour scrape and create a new action
If possible do nothing in between. It should work
Then submit logs:
HELP > LOGS > SUBMIT
then perform a scrape with NO date_uploaded value set.
Please perform the following:
delete existing logs
HELP > LOGS > VIEW
delete all files in the folder that opens
Perform the action:
scrape for last_hour and like
then an hour later, go back to the like tab, ensure it is a last_hour scrape and create a new action

Then submit logs:
HELP > LOGS > SUBMIT

you can safely delete all logs, it is just logging from the application, NOT the database.
HELP > LOGS > VIEW
are not used by the app after written.
