It allows you to create MASS <actions> on your instance of twitterdub, by calling the web api.

Some people use it to connect to their website panels, that create orders of mass actions.

Or some people find it easy to programmatically create actions via the API rather than the UI

That's it really. Just lets you add actions externally through an API
