Like/repost posts that have hashtag from a User

Noob here so want to ask if this is possible if yes how?
Basically I want to like/repost posts from a user that have a certain hashtag/words like if the user post got #cats the program will like/repost the post.

USER TWEETS (5) get 5 most recent tweets

tweet filter: INCLUDE WORD : your_term_to_include

Repeat every hours: 4 (or whatever

That's it.

WARNING, you don't want to be too specific, if you are ignoring 99.99% of their tweets, you may scrape too much. Don't check their feed every 1minute, again - over scraping
