Scraping users for new tweets with proxy bug

If I try scraping a users tweets in order to reply to the latest, and I add for example 50 proxies, after I start the process it keeps checking each proxy instead of replying to the tweet. Shouldn't it scrape using first proxy, check for replies, reply if there is a new tweet, if not wait the specified time then run again using 2nd proxy etc. Instead it keeps checking each and every proxy instead of doing the actions.
