You don't need to enter proxy information if you are posting to your blogs. That is only needed if you are posting to wordpress.com or blogger.com and don't to post to multiple accounts on those sites with your local IP. But if it is a self hosted wordpress it doesn't matter as you are not going to ban yourself
But yes, proxy information is always the same
IP:PORT
IP:PORT:USERNAME:PASSWORD

Enter the details as above, then save, then when you select that account in the future, if any data has been saved it will load into the boxes.
This will NOT happen if you bulk select accounts

No, any account can have syndication information, whenever that account posts it will first syndicate to wordpress / blogger then post to tumblr
