I can't install TumblingJazz anymore:
Already cleaned up previous installation, also didnt help

I think this is most likely something on your machine not allowing you.
Most likely: SMART SCREEN.
You can disable it / or whitelist the installer. I don't know why, but smartscreen fails your actions silently without telling you "we have stopped you doing this", but that is how microsoft decided to do it.
You can also check WINDOWS DEFENDER, similar kind of thing, disable for the install or whitelist the installer
