Unable to Authorize Account

I'm unable to authorize the account. I've gone through all of the help topics and made sure I complied with all the steps, but still can't authorize. I've submitted my logs (ID: 75523). Can you please assist?

You setup the API KEYS wrong, you must follow the instructions EXACTLY, you missed the CALLBACK URL (or something termed like that)
<error>Desktop applications only support the oauth_callback value 'oob'</error>
