The feature already has been added (account settings). But Twitter's API does not support it yet. Last I tested was a few weeks ago, maybe things changed after it went live for everybody.

bulk update limits via rightclick menu
global setting value to apply to all accounts that do not have account specific value

The next update will include this. I shall let you know when it is ready.

Someone confirmed it is now working. Am going on that, haven't tested myself
