error code I am unfamiliar with

Hey everyone, anyone know what the following error means?

This taken from a process log as the reason for a failed tweet

Some thing which was checked for, didn't pass.

Next time it happens submit logs right away and I can take a look and let you know more (if you want)

HELP > LOGS > SUBMIT

then send your logs ID - the first 4 numbers is sufficient (displayed after successful uploading of logs)
