Same error.

Just bought a licence and downloaded it, then installed it to overwrite the previous version and it failed to load with the above error.

Then uninstalled it from the windows control panel and installed again but got the same error.

You were too quick, there were issues with the change from beta -> full, with IDs / licensing / protections etc. You weren't supposed to buy it so quickly
