error message seems quite descriptive. That's the exact response from twitter.

Why is the posting time 30-60 seconds? There is no problem. This 185 error will appear after 10-30 seconds of posting time, and you need to wait for 30 minutes before you can continue to tweet.

I cannot say, all I can go on is the response from twitter. They say you hit a limit, so have to assume that is correct

How many tweets you posting a day?

But the usual advice would be:

do less
do it slower
