When i get this read out in my string notes:
"* RESTRICTED: Account banned / restricted from this action until: 16/06/2016 20:36 PM"
is this soundcloud telling me this or is this from the soundcloud manager program?

I don't know about that.
The program has to receive the response in order to block you. Maybe it is wrongly detecting "if you do that again we WILL block you for 24 hours".
If you want, you can send me the account and I can watch the exact network comms to see what is sent.
