Proxies - a little confused about how they work

Hi there!
sorry if this has been answered else where - but I could not seem to figure out the answer. Regarding proxies public vs private. If you use public proxies but use them for minimal actions - will these accounts be deleted if other spammers are heavily using the same proxies? I don't fully understand the "banned because of bad proxies". for example - does that mean all Instagram accounts associated to a certain proxy will be deleted even if they are not engaging in huge amounts of activities? or do "bad" public proxies mean you are more likely to be banned if you engage in a"spam like" actives?
