If i have misunderstood then please reply with more details, but what i understood,
You want to scrape notes being in safe mode .
Well, if the blog / notes having blog is nsfw, you need to be out of safe mode.
If the blog is SFW and has no NSFw content, then TJ has no problem i think while scraping notes of posts.
Open TJ > Scraper TAB > Custom search users > build custom search for scraping notes > select the account that will be involved in scraping > Scrape .
