Can`t post images. 404 Not found

Tj version 1.8.3.7
Windows 7 Ultimate

Can`t post images in the all accounts (fresh or old) if post have html code in description .
For example, if the description contains : Blablabla <a href="http://mysupersite.com>My super Site</a> then i got error - The remote server returned an error: (404) Not Found

I see it happening again. not always but I see in logs:

is it random or the same account? IIRC, this has occurred when the blog name was set incorrectly
