Tell me please if SCM uses default proxy settings while confirm pop settings? I got e-mail service to which i can't access from my main IP , when i'm changing default proxy to another (which working in browser with this e-mail service) it's also can't access to this.
But all works fine when i'm confirming pop settings via VPS.

No. Proxies are HTTP PROXIES, which use the HTTP protocol. The POP protocol is a different protocol, so http proxies cannot be used. Your base IP is used for pop access
