Public proxies are public. ANYWAY can use (and abuse them). If you sign up accounts with them, you do not know if a spammer has already done so and hammered SC with them. I do have a feature request to make the settings persistent, so I will add your vote to that. There is also a long standing request to make processing tasks editable, so will put another vote to that.
