In Scraper tab, can scrapped images be watermarked?

The scraper doesn't do the watermarking, but when you select to upload either manually selecting, or via the watch folder image uploading. Then at this point they can be watermarked

When using the watch folder feature should the images be watermarked when they're moved to "watch folders"?

The watch folder module doesn't move images to the water folder. Do you mean, when the scraped images are moved to the watch folder? If so no. The watermarking should happen when the images are uploaded.
The watch folder modules, creates an upload action, this action is assigned the watermark data. When the image is uploaded it should be watermarked.
Are you saying that for you, images are not watermarked? Or just trying to understand the process flow?

Yes, images are watermarked when they're uploaded, but when they're moved to the watch folder they're not watermarked

Sorry I don't understand.
Are you asking for the ability to watermark images when they are moved to the watch folder, or saying you have specified to watermark them when moved and that is failing?
