Does the follow or like action use the order of blog url in a list?

If it does then wouldn't it only follow or like urls in first order and never get to the urls that are last?

The list is not shuffled. So if you reuse the same list it WILL be used in the same order.

But with UNIQUE actions on, then the already processed items will be skipped

So if i unfollow members will they still be in the already processed list and be skipped?

Yes. As you have followed them once.

The idea is, you do not want to follow, then unfollow then refollow the same user. So after you have followed them once, this is logged. And as long as you check the box, "follow once" that user is never followed again
