Maybe this isn't the place to ask this...

But, does anyone know how many people you can safely follow and un-follow in an hour? I'm scared to push it past 24 follows and 13 un-follows

As above, it varies. Had thought about the "if you have followed them before" aspect but that makes sense. Also the age of the account makes a difference and the frequency.

Just try to keep it realistic.

As a user on the site you could unfollow 100 users quite realistically. But perhaps not 1000. Generally do not instruct the program to do thing you would not do manually and you should be ok.
