but what is the validate for or the filter in/out? Also should i save the proxies that i scrape and use them again later or scrape new ones?

Public proxies are listed on websites (see the list that will be search SETTINGS > VIEW PROXY URLS

Public proxies by definition are slow, prone to fail, short lasting, likely to not work.

That is why they are FREE and PUBLIC.

I wouldn't bother saving them as chances are tomorrow they won't work. Scrape new ones for when you need them
