Hi,
I have a main artist account that has been working well on the API I generated for it. Is it possible to use the same API for a new artist account, or is best policy to always create a fresh API (even if they are phone authenticated to the same number?)

It depends.
If you are using them as real accounts. Perhaps your personal account, along with your business account and your partner's website. That is fine. You are using the API KEY as it is intended.
However, if you are using fake accounts to spam / annoy other users, then you are likely to get all the accounts will be banned. Even if you have one spam account and 4 *real* accounts. They will all be tarnished with the same brush.
Having the accounts on the same api key is a footprint, it ties the account together, so if one is punished they *may* all be punished.
