I can see the issue in your logs - bitly is not returning a URL for some reason, the program fails to detect no link returned and then posts an empty tweet.
Will need to see if can get some errror logging from bitly as to why they don't return a link

You are unable to access the bitly API, no response is received, the connection is blocked / refused / disconnected.
From your logs, I think you are in China? Is that correct? Can China access bitly or is it blocked?

Ok, so we can rule out GFW issues.
so is not the machine IP blocked (never heard of that on bitly but on other sites some IP blocks have been used.I can access the bitly API manually and generate a URL.
This is all strange as the logs are clear, no response / no connection. Let me get some test code for you for the next update
