I have used ninjaproxies http://www.ninjasproxy.com/premium-proxy/ they were fine a while back. Haven't tested any others recently.

The thing with proxy companies, a place is good, then word gets out and many people use them and they cannot meet the demand and quality goes down, so a bit of testing and comparing is usually required.

As for cheap, well cheap means lower quality. More expensive the better. With proxies, you very much get what you pay for
