I've got the min pause set to 120 and max to 240 but it's just sending messages back to back without any pause which causes the hourly limit to hit fast.

How many threads are you using? Pauses are thread specific, so if you set 10 threads, it may not seem as it is pausing, but it is, just that it happens on a thread level

Set the threads to 1 and see if it is pausing again

Tried it. Single thread but still no pause.
