IP ISSUE

So the proxy provider I have provided me with proxies like: city.smartproxy.com:21051
I can't use these in soundcloud manager even though I have my IP whitelisted...
What can I do.

why not? It should work.
You cannot VERIFY them, as the program cannot tell what the IP is supposed to be, but you should be able to use them (assuming they work)

When I attempt to import the list it doesn't populate in the "proxies" list.

have you set an IP country filters?
I have tested with similar specified proxies and they work
Send me a sample of a list you are trying and I will test
