If unique is set, then when you re-run the action it will skip over the already processed items. Any still supported MS OS will work, so windows server is fine. As for best, the latest OS "should" be best, but personal preference may need to be taken into account.

As for setting up, just make sure FIREWALL is open for the program in and out and you are good to go
